BPS elections 2026: who must vote and the 15 June deadline

The BPS holds elections for its social representatives, and voting is mandatory. If you're registered as a company or as a sole trader, this involves you. There's also an urgent deadline for companies: Monday 15 June. Here it is in plain words, with the official sources.

What they are and when

These are the elections for the social directors of the BPS board. Three orders take part: retirees and pensioners, active workers, and the contributing businesses. The vote is secret, mandatory and personal:

In English: The election, of a mandatory nature, will be held on Sunday 22 November.

If you're a sole trader (and monotributo)

Within the business order, the owner of a sole proprietorship (unipersonal) votes directly, in person — they don't appoint anyone. Monotributo is also a unipersonal, so the same applies.

On how sole traders vote, the BPS states:

«Los titulares de empresas unipersonales son los únicos habilitados para el ejercicio del voto»

In English: The owners of sole proprietorships are the only ones entitled to exercise the vote (directly).

It's mandatory. The only exemptions (no justification needed) are owners over 75 and people receiving disability benefits. Important: that exemption does not apply if you've been appointed as a company's mandatario.

If you have a company (SRL, SAS, SA, sociedad de hecho)

Companies and legal entities don't vote “in person”: they appoint a mandatario (proxy) who votes for them. And here's the urgent deadline:

In English: Companies have until Monday 15 June to appoint a mandatario.

The mandatario can be any natural person, Uruguayan or foreign, whether or not linked to the company. Note: someone appointed as a mandatario does not get the age exemptions — they must vote. A sociedad de hecho must also appoint a mandatario.

The fine for not taking part

It's not small. For companies that don't appoint a mandatario — or that, having appointed one, don't show up to vote — the fine depends on the number of workers:

In English: a fine of 6, 12 or 20 reajustable units (UR) will apply, according to the number of dependent workers.

Workers and retirees who don't vote pay a fine equal to not voting in the national elections, and the employer is jointly liable. The UR is a unit re-adjusted monthly; you can see its current value in our Units section.

Companies appoint the mandatario online. In short, the steps are:

• Have “Gestión de empresas” permissions and enter the online service “Ingresar Mandatarios para Elecciones BPS” (the BPS WhatsApp 098 00 19 97 also works).
• Enter the company number (Nro. de Empresa) of the company.
• Provide the cédula of the mandatario who will vote.
• If a Uruguayan citizen: their credencial cívica (series and number). If a foreigner without one: their cédula and home address (department, locality, street).
• Confirm and save the receipt.

One mandatario can represent more than one company (one line per company). The mandate is valid only for BPS electoral acts and stays in force until revoked. Note: a specific cap (e.g. “up to 10 companies”) is not in the official instructions we checked — confirm it in the BPS panel. All official information is on the elections site:
