Uruguay's MIPYME certificate: what it is, how to get it, what it unlocks

Being a 'micro', 'small' or 'medium' company isn't an informal label: it's an official category based on headcount and annual sales in UI. The certificate is issued by Dinapyme (MIEM), it's free and fully online. With quotes from the decree and the official procedures.

If you run a sole trader business or a small company, sooner or later someone will ask for your 'Certificado PYME': to join a support programme, to sell to the State with a preference margin, or to reach a credit line designed for small businesses. The good news is that the category isn't negotiated or estimated by eye: it's defined by decree, computed from two numbers, and the certificate is free and online. Here's how the categorisation works, why almost every one-person unipersonal is 'micro', what the certificate unlocks, and how long it lasts.

What the MIPYME categorisation is

MIPYME stands for micro, small and medium enterprise. In Uruguay this isn't marketing language: it sits in article 8 of Decree 54/992, in the wording given to it by Decree 504/007. The key point is that there are two criteria and they apply together, not separately: people employed and annual turnover.

The decree spells it out:

«La categorización de una unidad económica como micro, pequeña o mediana empresa, se determinará en función del número de personal ocupado conjuntamente con su facturación anual, conforme los límites cuantitativos que a continuación se establecen para cada una de las categorías:»

In English: The categorisation of an economic unit as a micro, small or medium enterprise shall be determined on the basis of the number of people employed together with its annual turnover, according to the quantitative limits set out below for each of the categories:

The sales limits are expressed in Unidades Indexadas, so they rise with inflation. For a sense of scale: on 31/07/2026 the UI was worth $6.6292, so 2,000,000 UI was around $13.3 million of annual sales (roughly $1.1 million a month) and 10,000,000 UI around $66 million a year. These are approximations that move daily — check the current UI value before drawing conclusions.

If you work alone, you're 'micro'

Here's the concrete part for a sole trader: if it's just you and you invoice what a typical freelancer invoices, you sit comfortably in the smallest category.

The definition of a microenterprise, verbatim:

«MICROEMPRESAS: Son las que ocupan no más de cuatro (4) personas y cuyas ventas anuales excluído el IVA, no superan el equivalente a dos millones (2.000.000) de unidades indexadas (U.I.).»

In English: MICROENTERPRISES: Those that employ no more than four (4) people and whose annual sales, excluding VAT, do not exceed the equivalent of two million (2,000,000) indexed units (U.I.).

And watch out for 'people employed': you count too.

«Se entiende como personal ocupado a estos efectos, tanto a aquellas personas empleadas en la empresa como a sus titulares y/o a los socios por los cuales se realicen efectivos aportes al Banco de Previsión Social.»

In English: People employed shall be understood, for these purposes, as both the people employed by the company and its owners and/or the partners for whom actual contributions are made to the Banco de Previsión Social.

In plain terms: a sole trader with no staff employs 1 person (the owner paying BPS contributions). With up to 3 employees you're still micro; from the fifth person onwards you become small. And if you're on monotributo or Literal E, your regime's own turnover ceiling is far below 2,000,000 UI, so the sales limit won't be what binds you: in practice the category is decided by headcount.

What the Certificado PYME is and what it's for

The category exists whether or not you do anything about it, but to use it you need the paperwork. The certificate is issued by MIEM through the National Directorate of Crafts, Small and Medium Enterprises (Dinapyme).

The official procedure defines it like this:

«Este certificado acredita la condición de micro, pequeña o mediana empresa frente a cualquier institución pública o privada.»

In English: This certificate accredits the status of micro, small or medium enterprise before any public or private institution.

It's a requirement for every MIEM-Dinapyme programme (Prodiseño, PIADE, Public Purchases for Mipymes, Pro-Certificación, Fondo Industrial, among others), and it doesn't stop there:

«También puede ser exigido por otros programas de apoyo del MIEM o de organismos que promuevan la mejora de la competitividad empresarial de las mipymes.»

In English: It may also be required by other MIEM support programmes or by bodies that promote improvements in the business competitiveness of mipymes.

Selling to the State with an advantage

The most tangible use is public procurement. With the Certificado PYME you can also request the 'Certificado para compras públicas - Mipymes', which is what switches on the tender benefits.

The procedure describes it as:

«Es un certificado gratuito que permite a las Mipymes acceder a beneficios en los procedimientos competitivos de compras públicas (ejemplo: Licitaciones Públicas, Abreviadas y Compras Directas por Excepción, Pregón).»

In English: It is a free certificate that allows Mipymes to access benefits in competitive public procurement procedures (for example: Public and Abbreviated Tenders, Direct Purchases by Exception, Pregón).

The published benefits are a preference margin when offers are compared — 8% for micro and small firms without the National Industry Preference (PIN) and 16% with PIN; 4% and 12% for medium ones — plus a 10% market reserve on the value of the call. In exchange, the company must enrol in a management-improvement programme (free of charge) unless it already holds an ISO 9001 certification or equivalent.

How to get it: free and online

You start the procedure on gub.uy with a gub.uy user, an electronic ID card, Abitab's Identidad Digital or Antel's TuID, and fill in a web form. There is no cost. The usual paperwork: DGI Form 6906 (registration data), the BPS 'sábana' — not required from monotributo or Literal E VAT small-business taxpayers —, the articles of association if you're a company, the MTSS work sheet if you have employees, and the latest annual return filed with the DGI where applicable. You sign electronically or upload the hand-signed form, and the certificate arrives by email.

Both first-time applications and renewals go through the same 'Iniciar trámite en línea' button, and certificates already issued can be downloaded from the online lookup.

How long it lasts and how to renew it

The certificate isn't forever. The decree itself caps how long it can be valid:

«La Dirección Nacional de Artesanías, Pequeñas y Medianas Empresas, será el órgano competente para la expedición, previa solicitud de parte interesada, de certificados, cuya validez no podrá ser superior al año, que acrediten la inclusión de una unidad económica en alguna de las tres categorías individualizadas, toda vez que constate, de la documentación y declaraciones juradas que requiera, el cumplimiento de los requisitos establecidos.»

In English: The National Directorate of Crafts, Small and Medium Enterprises shall be the body competent to issue, upon request by the interested party, certificates — whose validity may not exceed one year — attesting that an economic unit falls within one of the three identified categories, whenever it verifies, from the documentation and sworn statements it requires, compliance with the established requirements.

And this is how both limits are checked at the time you apply:

«Para la comprobación del límite relativo al personal se tendrá en consideración la fecha de solicitud. Para la comprobación del límite de ventas anuales se tendrá en consideración las efectuadas al cierre del último balance de la empresa, o al 31 de diciembre del último año si la empresa no estuviese obligada a balance, o al mes anterior a la fecha de solicitud en caso de que la empresa no hubiese cumplido el año desde su constitución, siempre que en el período mencionado no corresponda cierre de balance.»

In English: For verifying the limit relating to personnel, the date of the application shall be taken into account. For verifying the annual sales limit, sales made as at the close of the company's last balance sheet shall be taken into account, or as at 31 December of the last year if the company is not required to prepare a balance sheet, or as at the month prior to the date of the application if the company has not completed a year since its incorporation, provided that no balance sheet close falls within that period.

In practice: headcount is measured on the application date, and sales at the last financial year-end (or 31 December if you don't prepare accounts, as with monotributo or Literal E). Renewal is the same online procedure, so it's best done after your year-end and before you actually need the certificate — not on the day a tender closes. Frequently asked questions

  • Does it cost anything? No. The official procedure says explicitly 'No tiene costo', and the public-purchases certificate is free as well.
  • I'm a sole trader with no staff — do I qualify? Yes: the owner paying BPS contributions counts as employed personnel, so you employ 1 person and land in micro.
  • Is being under the sales limit enough? No. Both criteria apply together: people employed and annual turnover.
  • How long does it last? One year at most, per the decree. After that you renew it through the same online form.
  • Is it only useful for MIEM? No. It's required by Dinapyme's programmes and can be demanded by any other body or support programme for small businesses.
  • What do I gain in a tender? A preference margin (8% or 16% for micro and small firms, depending on whether PIN applies) and a 10% market reserve on the call.

In short: the MIPYME category comes from two numbers — people employed and annual sales in UI — and for a one-person unipersonal it almost always lands on 'micro'. The certificate that proves it is free, done online with Dinapyme, valid for a year at most, and it's the key to support programmes, financing lines and the advantages of selling to the State. If you're thinking of applying for anything, get it first: it's one of the cheapest procedures you'll ever do, in time and in money.
