How much does electronic invoicing cost in Uruguay?

Issuing electronic invoices has a cost: you pay an authorized provider for the service. But small issuers get a credit of up to 80 UI per month that makes it much cheaper. Here's what you pay, how much it varies, and who qualifies. With official quotes.

When you have to start invoicing electronically (issuing CFE: e-Factura or e-Ticket), the first question is 'how much will it cost me?'. The short answer: there's a monthly cost you pay to an authorized provider, but small taxpayers get a tax credit of up to 80 UI per month that brings the bill down a lot. Here's what you pay, why the price varies and how the benefit works.

There's no free official app (in the general case)

Worth stating up front: for the general case there's no free DGI application to issue your CFE. Receipts are issued through an authorized provider (a registered company that gives you the software and transmits everything to DGI) or through your own certified solution. That's why electronic invoicing has a cost: it's the price of the service you contract.

What are you actually paying for?

The cost of invoicing electronically is generally made up of these parts (names vary by provider):

  • Monthly subscription or per-receipt fee: most charge a monthly fee and/or a price per CFE issued, with plans based on your volume.
  • Setup or onboarding: some providers charge an initial configuration to get you issuing.
  • Digital certificate (electronic signature): CFE are signed digitally; the certificate has a cost and a validity period, sometimes included in the plan, sometimes paid separately.

The price varies (a lot)

There's no single price: each authorized provider builds its own plans, and the total depends on how many receipts you issue per month, whether you need extra features, and whether the certificate is included. An issuer who invoices very little pays quite a bit less than one with high volume. That's why a fixed figure makes no sense: it's best to request quotes from several providers and compare plan by plan.

The credit of up to 80 UI per month

Here's the good news for small issuers. Those who contract electronic-invoicing services with authorized providers are entitled to a tax credit on what they actually pay each month, capped. DGI puts it like this:

In plain terms: for what you pay for the invoicing service, the State returns up to 80 UI per month. The UI (Unidad Indexada, indexed unit) is a value unit that changes every day, so those 80 UI equal a peso amount that updates; we don't set a peso figure here because it varies. For minimum-VAT taxpayers (the smallest), the provider usually discounts the credit straight off the price; for others, it's computed as a credit when settling taxes.

Who qualifies for the benefit?

The credit is meant for taxpayers of lower economic capacity. The central requirement is about income: DGI requires that your income from the prior fiscal year did not exceed a certain limit in UI. Verbatim:

In simple words: if last year you invoiced less than 750,000 UI, you qualify. Companies just starting activity also qualify. Note: the benefit does not apply to Monotributo or Monotributo Social Mides. Since limits and conditions get updated, confirm your case with your provider and DGI before contracting.

First, request quotes from two or three authorized providers and compare: monthly fee, price per CFE, setup, and whether the certificate is included. Second, pick a plan that matches your real volume — start simple, you can always change plans if you grow. Third, ask explicitly how they apply the 80 UI credit (whether they discount it from the price or give it to you as a tax credit). And confirm your eligibility based on your income.
