Free zones in Uruguay: what they are and why they exempt (almost) everything

Free zones are one of Uruguay's most powerful tax regimes: their users are exempt from all national taxes. What they are, what they exempt, and who they're for — with official sources.

When you hear that a software or logistics company “is in a free zone”, there's a very strong tax regime behind it. Free zones are a key tool that draws investment and jobs to Uruguay. Here's what they are, the benefits they grant, and who they suit.

What a free zone is

A free zone is an area of national territory —publicly or privately owned— where industrial, commercial and service activities are carried out under a special regime. The regime is governed by Law 15.921 and administered via the MEF:

The benefit: exempt from all national taxes

The heart of the regime is a very broad exemption for user companies. In the MEF's words:

Per the MEF:

«Los usuarios de la zonas francas están exentos de todo tributo nacional, creado o a crearse, incluso de aquellos en los que por ley se requiera exoneración específica, respecto de las actividades que se desarrollan en la misma.»

In English: Free-zone users are exempt from all national taxes, created or to be created, even those for which a specific exemption is required by law, regarding the activities carried out there.

Goods, merchandise and currency

The benefit isn't only on income: the goods, services, merchandise and raw materials entering or leaving the free zone are also tax-exempt, and there's freedom to move currency in and out. That's why they're so attractive for logistics and international trade. The full text is in the law:

And the employees?

Watch out: the exemption is for user companies; it doesn't make anyone working there exempt. Employees generally pay IRPF and contribute to the BPS like any worker. There is a special option for certain foreign workers in a free zone to pay IRNR instead of IRPF — we touch on it in our remote-work and tax-residency posts.

Who it's for

Free zones are designed for companies: global services, software, call centers, logistics, international trade, finance.
