If you want to settle in Uruguay, the first immigration step is legal residency. For Mercosur and associated-country nationals there's a specific, simpler regime. Here's who it's for, what documents you need and how it's done — plus a key clarification so you don't confuse it with tax residency.

There are two modes. Temporary Mercosur residency is to stay up to 2 years, renewable. Permanent residency is to settle definitively, regularize your stay and obtain the Uruguayan ID card (under Law 19.254). Depending on your plan, you choose one or the other.

It's processed before the National Migration Directorate (Ministry of the Interior) and the Foreign Ministry, booking online and presenting the original documentation. This is the most common confusion. Legal (immigration) residency is your right to live in the country. Tax residency is something else: it defines where you pay taxes and is determined by the DGI (by days of stay or centre of interests). You can have one without the other.
