Tax-residency certificate: what it's for and how to get it
If you have foreign clients or income, the tax-residency certificate proves you're a Uruguayan resident and lets you apply double-taxation treaties. How to get it, with official sources.
You work from Uruguay for clients abroad, or you have income in another country. So that country doesn't tax you as if you lived there, you need to be able to prove you're a Uruguayan tax resident. That paper is the tax-residency certificate. Here's what it's for and how to get it.
What it's for
The certificate is issued by the DGI and officially attests that you're a tax resident in Uruguay. Its typical use is before another country's tax authority, to apply double-taxation treaties (DTTs) — so you don't pay twice on the same income. We cover this in our double-taxation-treaties post.
How residency is proven
For the DGI to issue the certificate, you must prove your tax residency for the period you request. The main routes: staying more than 183 days in the calendar year in Uruguay, or establishing here the main core of your activities or the centre of your vital and economic interests. How to request it
The procedure is online, identifying yourself with your DGI user or your Digital Identity. The central step:

Above all, freelancers and expats with foreign clients or income, and investors with income outside Uruguay. If your foreign counterpart asks you to “prove where you're taxed”, this is the document. Request it ahead of time: you'll need it before collecting or filing returns abroad.
